【摘要】:Thisstandardguideisdesignedtohelptheownersandregulatorsofaspecificenvironmentalproblemtoidentifyandintegrateaffectedstakeholdersandestablishaprocesstoidentifyandworkthroughallthekeyquestionsandanswersessentialtoamutuallyacceptabledecision.Thisstandardguidepresentsax201C;frameworkx201D;thatisintendedtohelpensurethatalltheCBEDprocesscomponents(thatis,humanhealth,ecologicalcondition,socio-culturalvaluesandeconomicwell-being)areconsidered,butisdesignedtoallowtheusertointerpretwhichcomponentsoftheprocessareapplicableandhowthesecomponentsaredefinedforthespecificenvironmentalproblembeingaddressed.ItalsoprovidesgeneralguidancetohelpwithselectingapproachesandmethodsforspecificanalysesofeachofthemajorCBEDcomponents(thatis,humanhealth,ecologicalcondition,socio-culturalvalues,andeconomicwell-being).TheCBEDprocesscanbeeasilycoupledwithotherrelevantstandards(forexampleGuidesE1739,E1984,andE2205)andenvironmentalcomplianceguidanceandrequirements,forexample,QualityofStakeholder-BasedDecisionsandUnderstandingRisk,CRF40andCFR10.TheCBEDprocessisappropriateintwocontexts:(1)whenaspecificprojectisproposed;and(2)whenthereareormaybepublicconcernsaboutspecifichealth,environmental,cultural,socialoreconomicissues.Involvingaffectedstakeholdersactivelyinthedecision-makingprocessreorientsthatprocessfromonedominatedbyregulatorsandownerstoonethatincludesthosewholivewiththeconsequencesofthedecision.Thisnotonlyincreasesthesuccessfulimplementationofdecisions,butalsocanpromotegreatertrustingovernment,industryandotherinstitutions(P/CCRARM,1997a).1.1Thisguidepresentsaframeworkforastakeholder-focusedConsensus-basedEnvironmentalDecision-making(CBED)process,whichisastakeholder-empowered,processtoprioritizeandselectactionstobeinitiatedwiththegoalofoptimizingmanytypesofenvironmentaldecisionsthatmayaffectacommunityorcommunities.1.2ThisguideisintendedtodescribeahighlyflexibleCBEDprocess,andthereforedoesnotrecommendaspecificcourseofactionforthisactivity.1.3ThisguideisintendedtoassistinimplementingaCBEDprocess,whichallowsassessingthefullimpactofanyproject-orissue-relateddecisionsrelatedtohumanhealth,ecological,socio-culturaloreconomicimpacts.1.4Thisguideisnotintendedtoreplaceexistingenvironmentaldecision-makingorpublicparticipationprocesses.Itmaybeusedwithotherprocessesorstandardsthataddressstakeholderinvolvementinenvironmentaldecision-making.1.5LimitationsThisstandarddoesnotaddressthespecificmethodsforgeneratingorevaluatingtechnicaldatarelatedtoassessingaparticularenvironmentalissues.TheusershouldseekothersourcesonmethodstogatherinformationforcompletionofmodelsorotheranalysesthatmaybeusedduringaCBEDprocess.
